Unplanned inner area (Section 34)
Built-up areas without a development plan where a project must fit into its surroundings.
Where there is no development plan, a project within a built-up area is permissible if its type and scale fit the character of the immediate surroundings and access is secured. If the surroundings correspond to a commercial or industrial area, they are assessed as such.
